Kubernetes Upgrade to 1.31

AWS EKS (Kubernetes) will be upgraded to 1.31. There should be no impact to production environments but Lagoon may be unavailable for a period of time.

Aurora RDS MySQL Upgrade Complete

We will be upgrading our AWS RDS Aurora MySQL 5.7 to MySQL 8.0. There should be no impact on the websites during the upgrade process as a blue/green deployment pattern is being used.

AWS RDS Aurora MySQL Parameter Change

A change to an RDS parameter requires the RDS cluster to be restarted. There should be no outage.
