Update Lagoon to 2.8.1

Upgrading Lagoon and the dependent systems to their latest versions. This upgrade should not impact production environments however it will prevent new deployments from being initiated.

Currently investigating build issues with Lagoon Core in the cluster. This issue is currently preventing new builds from completing successfully.

This does not impact running production workloads.
